Eurometaux would like to inform you that DG COMP has launched a targeted consultation, as a follow-up to the call for input launched back in April on the procurement, recycling and re-use of critical raw materials (to which Eurometaux contributed, here).

In April DG COMP consulted stakeholders to better understand challenges and opportunities for cooperation in the procurement, recycling and reuse of raw materials, in line with competition rules. See here and attached a summary of the feedback received by DG COMP, with few aspects highlighted below our signature.

Now, the Commission would like to assess possible support tools in relation to potential cooperation agreements which attracted notable interest during the Call for Input.

Feedback is gathered through a questionnaire that explores which forms of cooperation agreements are currently being used by companies, e.g.

i) Joint offtake agreements in the procurement of CRMs

ii) Cooperation agreements on CRM sustainability and reporting

iii) Cooperation agreements on joint storage or related products

iv) Cooperation agreements on joint transportation

v) Cooperation agreements on joint R&D

vi) Cooperation agreements in the area of mining.

Our approach

• The questionnaire seems primarily addressed to companies operating along the CRM value chain.
• However, should you consider that there might be some horizontal messages that we can reinforce in an Eurometaux response, please feel free to share your views by Friday 5 September.

Timeline and next steps

• Q4 2025 – DG COMP foresees the organisation of a workshop and the publication of a policy brief or other form of guidance to the industry.
